I'm waiting to see if they suspend the league as it is.
I remember an interview with David Dein, where he said should the PL have to be stopped due to an event outside of our control, No teams would be relegated but two teams promoted, bringing the league back to its inaugural 22 teams, with 4 relegated the following season.

That would seem the logical thing to do, the financial implications would be massive to relegate a team when x games remain.

It's not the scout's, it's the players. Think of it this way:

You're working for a company and another thinks your fantastic, however this company is on the verge of administration meaning you could be redundant in 6 months. Do you go or do you stick where you are and pick up a guaranteed wage?

These mid season windows are ideal for players that are on the verge of an International team especially this season, get game time in to get a call up.
Another time a player would just do a Richards and sit and pick up a wage.
